Sorry I have to revert [http://wiki.openvz.org/w/index.php?title=UBC_primary_parameters&diff=3140&oldid=2420 this edit] made by you, it makes things much more simpler then they are and so it is misleading.
First of all, you have to set privvmpages (the limit) first, then vmguarpages (the guarantee), conforming to [[UBC consistency check#Memory allocation limits should not be less than the guarantee]].
Second, for the guarantee to work it should conform to [[UBC systemwide configuration#Commitment level 3]].
Finally, there are other constraints affecting privvmpages (which affects vmguarpages).
