Templates update (Jul 2013)

Added Fedora 19 (to beta). Debian-7, Ubuntu-13.04 moved out of beta. Ubuntu 8.04, 11.10 and SUSE 12.1 moved to unsupported (EOL). Debian 7 x86_64 bug fixed (#2607). All existing templates are updated.

New functionality: vz-postinstall script to set sysctl.conf and disable selinux; auto-propagation of name server and search domains from the host; stop-timeout option; vztmpl-dl script for templates download/update; vzmigrate option to ignore some pre-migration checks; vzmigrate ability to migrate to a host with different VE_ROOT/VE_PRIVATE. Many fixes and improvements, some documentation updates.
