of sockes needs to be controlled because each socket needs certain

amount of memory for receive and transmit buffers (see descriptions

of [[<code>tcpsndbuf</code> ]] and [[<code>tcprcvbuf</code> ~~below~~]]), and

the memory is a limited resource.
