Although some subsystems (CPU fair scheduler, UBC) are hierarchical and can be used to create hierarchies, some others are not. But in theory this is quite possible, so the question is how much the feature is needed, and how much it will cost to implement it (in terms of developers' time). So far we saw little interest in that, thus no plans to implement it in the near future.
